Port Louis

Port Louis is the only city in Mauritius and the economic, political and cultural capital of the Republic. Founded in 1735 by Bertrand-François Mahé de La Bourdonnais — the French governor who transformed Mauritius from a backwater into the most important port in the Indian Ocean — the city was named in honour of King Louis XV of France. Its natural deep-water harbour, sheltered by the Moka mountain range to the east and Petite Montagne to the west, made it the strategic fulcrum of France's Indian Ocean empire for nearly a century, and continued under British rule after 1810 as the commercial gateway to the island's sugar economy.

The modern city retains remarkable layers of this history. The Aapravasi Ghat — a UNESCO World Heritage Site on the waterfront — is the best-preserved example of the immigration depot through which the modern world's first system of indentured labour was channelled: between 1834 and 1923, approximately 500,000 Indian workers arrived at these granite steps to replace enslaved labourers freed by the British Abolition Act. The site is now a museum and memorial to the island's Indian heritage, which forms the demographic majority of modern Mauritius. The Blue Penny Museum in Le Caudan Waterfront houses one of the world's most valuable philatelic treasures: the original 1847 'Post Office' stamps of Mauritius, among the rarest stamps ever issued.

Port Louis's urban fabric is a palimpsest of its colonial and post-colonial history. The Place d'Armes — the main public square — is flanked by colonial government buildings and leads to the Government House, where the statue of Mahé de La Bourdonnais stands as the city's founder. Chinatown, centred on Royal Road, reflects the significant Sino-Mauritian community that established itself during the 19th century. The Central Market — built in 1832 — is still the island's most vibrant retail market, selling spices, fruit, street food, clothing and handicrafts under an ornate Victorian iron structure. The Champ de Mars racecourse, established in 1812, is the oldest racecourse in the southern hemisphere and remains the social centrepiece of the city's sporting calendar from March to November.

Demographically, Port Louis is the most diverse place in Mauritius. All of the island's ethnic communities — Indo-Mauritian (Hindu and Muslim), Creole, Sino-Mauritian, Franco-Mauritian and expatriate communities — converge here. The greater Port Louis area has a population of approximately 150,000 in the city proper and around 450,000 in the wider urban region. The city functions primarily as a business and commercial centre — the financial services sector (anchored by the Mauritius Commercial Bank, the Stock Exchange of Mauritius and numerous offshore business entities), the port operations, government functions, retail and the legal profession all concentrate here. Port Louis handles approximately 95% of Mauritius's total trade through its container port and cruise terminal.

Le Caudan Waterfront — developed in the 1990s on reclaimed harbour land — transformed the city's relationship with the sea, providing a modern retail, restaurant, cinema and marina complex that has become the city's social hub and a counterpoint to the Central Market's traditional character. The waterfront hosts the Blue Penny Museum, the National Gallery, a casino and a craft market, as well as regular cultural events and concerts. For those who live in or near Port Louis — or who commute from the plateau towns and the west coast — Le Caudan provides an amenity that few comparable cities in the Indian Ocean can match.
